Interstate adoptions can be more complex than an adoption in which the birth parents and adoptive parents live in the same state. The "Interstate Compact on Placement of Children" (ICPC) regulates interstate adoptions, and both parties must comply with the laws of the "sending" state and those of the "receiving" state.
